QuoxBuild: dispatch and inspect governed builds on dev servers

Command	What it does
`quox build dispatch [options] <target>`	Queue a build of a pre-registered target on a dev server
`quox build status [options]`	Live executor state on a dev server: readiness, prereqs, building-now, last outcomes
`quox build targets [options]`	List a dev server’s pre-registered build targets
`quox build history [options]`	Durable build receipts (the witnessed mirror), newest first
`quox build latest`	Latest receipt per target (the build-status board)
