Fleet monitoring and management

`quox fleet status\|health`	Show fleet status (connection counts plus per-host state)
`quox fleet summary`	Show fleet summary
`quox fleet agents`	List fleet agents
`quox fleet hosts`	List hosts known to the Bastion registry (quox#460): the full inventory, not just heartbeating agents
`quox fleet gpu`	List the durable GPU fleet
`quox fleet tools`	List available fleet tools
`quox fleet exec [options]`	Execute a fleet tool
`quox fleet host-update [options] <hostId>`	Update a host in the Bastion registry (link/clear its bootstrap credential)
`quox fleet codex-provision [options] <hostId>`	Provision Codex on a fleet host (npm install, AppArmor userns profile, model config) up to the manual device-auth login
`quox fleet rehome-agent [options] <hostId>`	Re-enrol a host’s QuoxAgent against a different collector by clean reinstall from that collector
`quox fleet watch`	Watch fleet status in real-time
