VOLT evidence bundle verification and inspection

Command	What it does
`quox volt verify [options] <file>`	Verify an evidence bundle or NDJSON chain file
`quox volt inspect [options] <file>`	Inspect events inside a bundle or NDJSON file
`quox volt export [options] <file>`	Re-export a bundle in a different format
`quox volt fetch [options] <runId>`	Download a run’s evidence bundle so `quox volt verify` can check it
`quox volt summary <file>`	Quick summary of a bundle (no verification)
`quox volt accept [options] <runId>`	Attest a terminal run’s outcome: did it achieve its intent?
`quox volt acceptance <runId>`	Show a run’s acceptance verdict history (latest is the standing verdict)
